That the application proposes the erection of a replacement dwelling in the open countryside outside the built-up area of a town or village. The information accompanying the application demonstrates that the cost of renovating the existing dwelling would not be uneconomic and the proposed dwelling would be greater in size than the existing building. In addition it is considered that a two-storey dwelling on the site, particularly as the design of the dwelling is suburban in character, would result in a more intrusive form of development than the existing single storey dwelling on the site, which would be to the detriment of the character and visual amenity of the Chilterns Area of Outstanding Natural Beauty. Therefore the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies C2, H6 and H16 and would not comply with the guidance contained in the South Oxfordshire Design Guide and the Chiltern Buildings Design Guide.
