That having regard to the increase in the height of the ridge to create first floor accommodation, to the bulk and massing of the proposed extension to this modest bungalow and to the prominent location of the building on a corner plot at the end of the cul-de-sac, the proposal represents an incongruous form of extension out of keeping with the character of the dwelling and the established character of the original Brookside development. The proposal would therefore detract from the visual amenity of the locality and the Watlington Conservation Area. As such the proposal would be contrary to polices G1, CON10 and H12 of the adopted South Oxfordshire Local Plan and the advice contained in Section 4.6 of the South Oxfordshire Design Guide.

The proposal to replace the existing garage with a larger building on new foundations would damage the root system of the Ash tree in the garden of the adjoining property number 13 Brookside. As such, the proposal would compromise the long term health and retention of the Ash tree which is considered to be an important feature in the Watlington Conservation Area and contributes significantly to the visual amenity of the area. The proposal is therefore contrary to policies CON10 and C16 of the adopted South Oxfordshire Local Plan.
