That the laying down of a hardstanding to create a parking area and the construction of a low brick wall would constitute an inappropriate form of development which would detract from and be detrimental to the character of the burgage plots of this part of Henley, the special historic interest of the building known as 46-50 Bell Street and to the special character and appearance of the Henley Conservation Area. Therefore the development is contrary to central government advice contained in PPG 15 "Planning and the Historic Environment" and to Policies CON7, CON8, CON14 and CON15 of the adopted South Oxfordshire Local Plan.
