That having regard to its design and excessive height and massing, the building would result in an incongruous form of development which would detract from the character and visual amenity of the area which lies within the Henley-on-Thames Conservation Area. Therefore, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G8, H4 and CON10.
