Construction of one and a half storey dwelling to replace demolished bungalow. Construction of 13 car spaces on existing tennis court. Demolition of armoury, 2 garages and an armoury(as amended by agents letter dated 1 October 2001 and accompanying drawing nos.508/P3F and P13D.
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced.
Reason: To ensure that the details of the development are satisfactory in accordance with
Policy G8 of the Council's adopted South Oxfordshire Local Plan.
That development shall not begin until a detailed specification of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority.
Reason: To ensure that the details of the development are satisfactory and to accord with
Policy G8 of the Council's adopted South Oxfordshire Local Plan.
That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme of landscaping which shall include indications of all existing trees and hedgerows on the land, and details of any to be retained, together with measures for their protection in the course of development.
Reason: To protect local amenities and to accord with Policies C16 and G9 of the Council's
adopted South Oxfordshire Local Plan.
That all planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation.
Reason: To help to assimilate the development into its surroundings and to accord with Policy G9
of the Council's adopted South Oxfordshire Local Plan.
That notwithstanding the provisions of Article 3 of, and Classes A, B, C, D and E of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no development within Classes A, B, C, D and E of Part 1 of Schedule 2 to the Order shall be carried out on the land unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof.
Reason: To protect local amenities and to accord with Policies G1 and G8 of the Council's
adopted South Oxfordshire Local Plan.
That the dwelling hereby approved shall only be occupied by the Housemaster of Skipwith House and shall not be occupied or let as a separate unit of accommodation.
Reason: Because permission is only given in view of the special circumstances put forward in the
application.
That, prior to the commencement of the development, details of the drainage and surface materials of the carpark should be submitted to and approved in writing by the Local Planning Authority. Thereafter the carpark shall be constructed in accordance with those details.
Reason: To prevent increased risk of flooding and to ensure the details of the development are
satisfactory given the sensitivity of the site's groundwater and to accord with
Policies G8 and G16 of the Council's adopted South Oxfordshire Local Plan.
That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Local Planning Authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence.
Reason: As the site is of archaeological importance and to accord with Policy CON17 of the
Council's adopted South Oxfordshire Local Plan.
That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no windows shall be constructed in the north east elevation of the development.
Reason: To ensure that the development is not unneighbourly and to accord with Policy H12 of
the Council's adopted South Oxfordshire Local Plan.
