That the proposal, by reason of its design, height, scale and poor relationship with the existing building would dominate and overwhelm 34 Hart Street as a listed building failing to respect its character and appearance and diminishing its special architectural and historic character. Furthermore the proposal would detract from the setting of the adjoining listed building and would fail to preserve or enhance the character and appearance of the Henley-on-Thames Conservation Area. As such the proposal would be contrary to the provisions of the Council's South Oxfordshire Local Plan particularly policies CON6, CON7 and CON10.
That the proposal by reason of size and height would be detrimental to the amenity of 32 Hart Street on account of its overbearing appearance and the loss of light that it would cause. As such the proposal would be contrary to the provisions of the Council's South Oxfordshire Local Plan particularly policy G8.
