That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the materials to be used for the external walls shall be of the same colour, type and texture as those used on the existing building unless otherwise agreed in writing with the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with policies H12 and CON10 of the Council's adopted South Oxfordshire Local Plan.

No development shall take place until details of the membrane providing protection against the possibility of methane gas migrating from the former landfill site, has been submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall take place in accordance with the details shown in such approved scheme, and those measures incorporated into the development shall thereafter be retained unless the Local Planning Authority otherwise agrees in writing. Reason: To ensure that the details of the development are satisfactory to prevent the adverse effects of landfill gas which may migrate from the former landfill site.

That the safety and stability of the boundary walls bordering the south east and south west boundaries of the site shall be secured prior to works commencing on site and during the construction works necessary to implement this consent. Reason: To secure the safety and protection of the boundary walls within the curtilage of the adjacent listed buildings in accordance with policy CON5 of the Council's adopted South Oxfordshire Local Plan.
