Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the use of the building shall be restricted to the sale, display and cleaning of carpets as described in the letter from the applicant dated 3 October 2001. The carpet display and sales area shall be restricted to 324 square metres of floorspace on the ground floor of the building, as shown on drawing no. SDA9818/3 received on 28 August 2001 unless otherwise agreed in writing by the Local Planning Authority. Reason: The use of the building for retail purposes would conflict with policy S1 of the Council's adopted South Oxfordshire Local Plan. However, permission is granted in view of the special requirements of a carpet cleaning and sales business for which large areas of floorspace are required and means that the use is not appropriate in Henley-on-Thames Town Centre.

That the existing parking areas to the south and west of the building as shown hatched on OS plan received on 17 August 2001 shall be retained for the parking of vehicles in connection with the use of the building for the cleaning, restoration and retail of carpets and shall not be used for any other purpose whatsoever. Reason: To ensure that there is adequate parking provision in accordance with policy G11 of the Council's adopted South Oxfordshire Local Plan.
