That the conversion of this former agricultural building to a 4 bedroomed house would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies H6 and C11. These policies state that planning permission will not normally be granted for new houses in the countryside and that proposals for the re-use of rural buildings for residential use will only be considered if other uses have been explored and found to be unacceptable in planning terms. The site lies in open countryside and there is no evidence accompanying the application to demonstrate that other uses have been explored and found to be unacceptable and therefore there is no justification for making an exception to the normal application of the Council's planning policies.

That the proposed external alterations to the building, together with further alterations that would be required to provide safe means of escape from the proposed first floor rooms, would result in significant alterations to the building which would damage its essential character as a former agricultural building and would be detrimental to the character and visual amenity of the area which lies in an Area of Great Landscape Value. In this respect the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy C11 (iii) and (iv) and C3.
