That the form, bulk and general design of the buildings are not in keeping with their surroundings and the proposed use as offices would require major rebuilding and/or significant alteration to the buildings to the extent that the development would be tantamount to the erection of a new building in the open countryside. In these circumstances it is considered that the development would be detrimental to the rural character and visual amenity of this part of the Chilterns Area of Outstanding Natural Beauty. Therefore the development would be contrary to the provisions of the Oxfordshire Structure Plan particularly policies G2, G5, EN4 and E6 of the Council's adopted South Oxfordshire Local Plan, particularly policies C2, C11, E4 and E6.
