That the use of the building for B1 purposes would result in an increase in the level of traffic in the vicinity of the site. The road network is, by way of its geometry and visibility, substandard and unsuitable to serve this development without detriment to the safety and convenience of users of the highway. The application site is in an isolated location without public transport, where pedestrian and cycle movements are unlikely to occur. The development would be contrary to the adopted Oxfordshire Structure Plan 2011, particularly polices G1, G2 and T18, the Council's adopted policies contained in the South Oxfordshire Local Plan particularly policies C11 and G10 and to advice contained in PPG 13 relating to the reliance on the private car.
That having regard to the location of the large parking area at the entrance to the site, the proposal would represent a prominent and inappropriate form of development in this isolated and rural setting. The development would thereby detract from the character and appearance of the area which forms part of the Chilterns Area of Outstanding Natural Beauty. The development would therefore be contrary to the adopted South Oxfordshire Local Plan particularly policies G8 and C2.
