Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees, shrubs and hedges on the land shall be retained and protected during the course of the development and for a period of five years following the completion of the development. Any trees, shrubs or plants which within that period die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation unless otherwise agreed. Reason: To protect the character and appearance of the area in accordance with Policies G8 and H13 of the Council's adopted South Oxfordshire Local Plan.

That no flat shall be occupied until space has been laid out within the site for vehicles to be parked as shown on drawing no. 200/03; and such parking space shall be retained thereafter unless otherwise first agreed in writing by the Local Planning Authority. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G11 of the Council's adopted South Oxfordshire Local Plan.

That, prior to the commencement of any work in connection with the conversion hereby permitted a scheme of sound insulation between both the two flats (at first floor level) and the neighbouring semi-detached property, 95a St Mark Road, shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the approved scheme shall be implemented prior to the first occupation of either flat. Reason: In the interest of the amenity of the occupants of the neighbouring semi-detached property and the future occupants of the flats in accordance with Policy H13 of the Council's adopted South Oxfordshire Local Plan.
