Conditions / Refusal Reasons
That the proposed extension, by reason of its scale, mass and bulk, would dominate the existing dwelling and fail to respect the attractive character, modest scale and proportions of this semi-detached pair of dwellings. The extension would therefore detract from the character of the existing dwelling and fail to preserve the character and appearance of this part of the Watlington Conservation Area. As such, the proposals would be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policies H12 and CON10.
That the first floor window in the south-east elevation serving bedroom 3 would result in overlooking and loss of privacy to the rear garden area of 15 Chestnut Place, to the detriment of the amenities of the occupiers of this dwelling. As such, the proposals would be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policy H12.
That the creation of a third bedroom would give rise to the requirement for a further car parking space on site in accordance with the Council's adopted Local Plan standards. No such provision has been made hence the existing shortfall of car parking space would be further aggravated and would be likely to lead to on-street parking in the vicinity to the detriment of the safety and convenience of other users of the highway. As such the proposal would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy G11.
