Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences.
Reason: To ensure that the details of the development are satisfactory in accordance with
Policy H12 of the Council's adopted South Oxfordshire Local Plan.
That prior to the commencement of any other development to which this permission relates, the new means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification.
Reason: In the interests of highway safety and convenience and to accord with Policy G10
of the Council's adopted South Oxfordshire Local Plan.
That the dwelling hereby granted planning permission shall not be occupied until the existing vehicular access to the site has been permanently closed in accordance with details shown on drawing 1506/04C accompanying the application.

That notwithstanding the provisions of Article 3 of, and Classes A, B, C, D and F of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no development within Classes A, B, C, D and F of Part 1 of Schedule 2 to the Order shall be carried out on the land unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof.
Reason: That the dwelling has been permitted as an exception to the Council's policies and
a larger dwelling would have a greater impact as such and to accord with
policies G1 and G8 of the Council's adopted South Oxfordshire Local Plan.
That the existing boundary planting of trees/bushes and hedges shall be allowed to grow and be retained at a height of not less than 2.5 metres unless otherwise agreed in writing by the Local Planning Authority.
Reason: To help assimilate the development into its surrounding, to protect local amenities,
to ensure the development is not unneighbourly and to ensure the provision of a
private amenity space to accord with policies G8 and H11 of the Council's adopted
South Oxfordshire Local Plan.
