That the application proposes the erection of a replacement dwelling in the open countryside outside the built up area of any town or village. The application fails to demonstrate that the cost of renovating the existing dwelling would be uneconomic and the proposed dwelling would be greater in size than the existing dwelling. In addition it is considered that the erection of a two-storey dwelling on the site would result in a more intrusive form of development than the existing single storey dwelling on the site, which would be to the detriment of the character and visual amenity of the Chilterns Area of Outstanding Natural Beauty. Therefore, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies C2 and H16.
