Conditions / Refusal Reasons
That the development is tantamount to the creation of a new dwelling and would be contrary to the general, environmental / countryside and housing policies of the approved Structure Plan Oxfordshire 2011, particularly policies G1, G5, EN4 and the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G5, G8, C2, H6 and H19. The creation of a separate and permanent residential unit on this site would result in the undesirable intensification of development that would be detrimental to the character and visual amenities of the area, which lies within the Chilterns Area of Outstanding Natural Beauty. The justification is not considered sufficient to warrant any departure from the planning policies of the Local Planning Authority.

That having regard to the overall design of the building, the development represents an unacceptable form of development that does not respect the character of the original building, nor the main house, and detracts from the visual amenity of the Chilterns AONB. As such the development is contrary to policies G5 and C2 of the Council' s adopted South Oxfordshire Local Plan, and to advice contained in Section 4.4 of the South Oxfordshire Design Guide.
