Conditions / Refusal Reasons
That the proposal would be contrary to the general and housing policies of the approved Oxfordshire Structure Plan, particularly policies G1, G2, G5 and H1 and the housing policies of the Council's adopted South Oxfordshire Local Plan, particularly policy H6, in that the site lies within a loosely-knit group of dwellings wherein residential development will not be permitted. There is no overriding justification in this case that would warrant a departure from the adopted planning policies of the Local Planning Authority.
That the proposed dwellings, by reason of their design, scale, mass and bulk, represent a visually intrusive and prominent form of development that would consolidate and extend the existing loose-knit residential development in the locality to the detriment of the character and appearance of the area, which lies within an Area of Great Landscape Value. Furthermore, the development would involve the loss of tree specimens that make a significant contribution to the visual amenities of the area. As such, the proposals would be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policies G1, G8, C3 and C16.
That the proposals fail to demonstrate adequate, safe and convenience access to Woodlands Road. As such, the proposals would be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policy G10.
