That the site lies in the open countryside and the creation of a new dwelling in this isolated location would be contrary to the provisions of the Oxfordshire Structure Plan 2011, particularly policies G1, G2, G5, EN4 and H1 and the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G5, C3 and H6.  The case advanced by the applicant for requiring residential accommodation on the site is not considered to justify making an exception to the Council's adopted planning policies.
