Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the Council's adopted South Oxfordshire Local Plan.

That no development shall be commenced until protective fences which conform to BS 5837:1991 have been erected around the existing trees and grass bank on the site. Until the development has been completed these fences shall not be removed and the protected areas shall be kept clear of any building, plant, machinery, material, debris, trenching or excavation. The ground levels shall be maintained in these areas and entry shall be restricted to approved arboricultural or landscaping works which have been agreed with the Local Planning Authority prior to work commencing. Reason: To protect trees which are of amenity value in accordance with Policy C16 of the Council's adopted South Oxfordshire Local Plan.

That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation which shall have been submitted to and approved in writing by the Local Planning Authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence. Reason: As the site is of archaeological importance in accordance with Policy CON18 of the Council's adopted South Oxfordshire Local Plan.

That, notwithstanding any indication given in the application, all foul drainage shall be discharged into a watertight sealed cesspool, details of which shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development hereby approved. Reason: In the interest of public health and to avoid pollution in accordance with Policy G6 of the Council's adopted South Oxfordshire Local Plan.

That, prior to the commencement of the development hereby approved, details of the finished floor level, slab level and details of the below floor level timber surround shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be completed in accordance with such approved details. Reason: The site lies within the Thames floodplain in accordance with Policy G16 of the Council's adopted South Oxfordshire Local Plan.

That existing ground levels on the site shall not be raised. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G16 of the Council's adopted South Oxfordshire Local Plan.

That no spoil or materials shall be deposited or stored on that part of the site lying within the area of land liable to flood as shown on maps held by the Environment Agency. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G16 of the Council's adopted South Oxfordshire Local Plan.
