That having regard to its excessive height and massing (and in particular to the provision of the third floor penthouse flat) and to its inappropriate details of design, the building would result in an incongruous form of development which would detract from the character and visual amenity of the area which lies within the Henley-on-Thames Conservation Area. Therefore, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G8, H4 and CON10.
That particularly having regard to the provision of bedroom windows and living rooms with fully glazed opening doors, the proposed development would result in an unneighbourly form of development which would overlook the garden of number 2 Norman Avenue to the extent that the residential amenities of the occupiers of the dwelling would be unreasonably compromised. Therefore the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy H4.
