Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That the building shall not be occupied until the means of access between the land and the highway has been formed, laid out and constructed strictly in accordance with the deposited plan reference A49482/921/2780/A and the attached specification and all ancillary works therein specified have been undertaken strictly in accordance with the said specification and deposited plan.
Reason: In the interests of highway safety and to accord with policy G10 of the Council's
adopted South Oxfordshire Local Plan.
That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme of landscaping which shall include indications of all existing trees and hedgerows on the land, and details of any to be retained, together with measures for their protection in the course of development. In particular details shall be submitted of proposals for the surface treatment and landscaping of the car park.
Reason: To protect local amenities and to accord with policy G9 of the Council's adopted
South Oxfordshire Local Plan.
That all planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation.
Reason: To help to assimilate the development into its surroundings and to accord with
policy G9 of the Council's adopted South Oxfordshire Local Plan.
That except as required to provide the new access, or otherwise agreed in writing by the Local Planning Authority, the existing hedges and shrubs along the road frontage of the site shall be retained and maintained at a height of not less than 2 metres for a period of 5 years following the first occupation of the building.
Reason: To safeguard the character of the area in accordance with policy C2 of the
Council's adopted South Oxfordshire Local Plan.
That prior to the first use of the new vehicular access referred to in Condition 2 the existing access between the existing car park and the access to Bishopswood sports ground shall be closed in accordance with a detailed scheme which shall first have been submitted to and approved in writing by the Local Planning Authority.
Reason: To protect the character and amenity of the area in accordance with policy C2 of
the Council's adopted South Oxfordshire Local Plan.
That the building shall not be occupied for B1 purposes until the parking provision has been constructed, surfaced and laid out, as shown on drawing no. 94282/921/092 2782 Rev A; and such parking provision shall be retained thereafter.
Reason: To ensure that adequate parking is provided in accordance with policy G11 of the
Council's adopted South Oxfordshire Local Plan.
That the occupation of the building shall be restricted either to individual units of up to 500 square metres or for a period of 10 years following their first occupation of the whole premises, an employment concern that has either occupied premises within South Oxfordshire District outside the towns of Didcot, Henley-on-Thames, Wallingford and Thame for not less than 2 years, or which has an operational need to be located in the area.
Reason: In view of the Council's overall policy of restraint in the rural areas and in
accordance with policies C11 and E4 of the Council's adopted South Oxfordshire
Local Plan.
That prior to the first occupation of the building by an employment concern occupying the whole building or prior to the occupation of the building by each individual employment concern details of a Green Travel Plan shall be submitted to and be approved in writing by the Local Planning Authority and the building shall only be occupied in accordance with the approved details.
Reason: The site is not in a sustainable location and it is appropriate to ensure that number
of single occupancy car journeys is as few as possible in accordance with policy G2
of the Council's adopted South Oxfordshire Local Plan.
