That, having regard to their siting, design and materials, the proposed polytunnels and timber building would increase the built-up appearance of the site and represent an unduly prominent and visually intrusive form of development that would detract from the openness of the site and fail to conserve the landscape qualities, character and appearance of this part of the Area of Great Landscape Value.  As such, the proposals would be contrary to the provisions of the Development Plan, particularly policy EN4 of the approved Oxfordshire Structure Plan 2011, and of policies G1, C1, C3 and C8 of the adopted South Oxfordshire Local Plan.
