Conditions / Refusal Reasons
That the development be carried out strictly in accordance with the particulars of the development contained in the application to seek permission for the development and the plan numbers 90697/930/100 98, 90697/930/100 A099, A100, A101, A102, A103 and A105 accompanying such application, as amended by a letter on 10 August 2001 by plan numbers A102 REV A, A103 REV A and A106 and by a letter on 14 September 2001 by plan number A100 REV A, except as modified by conditions of this permission unless otherwise agreed by the Assistant Director of Environmental Services (Land Use Planning) in writing. Reason: To ensure the details of the development are carried out in accordance with the amended application as approved.

That development must be begun not later than the expiration of five years beginning with the date hereof. Reason: By virtue of the provisions of Section 91 (1) (a) of the Town and Country Planning Act 1990.

That samples of the exterior materials proposed to be used shall be submitted to and approved in writing by the Assistant Director of Environmental Services (Land Use Planning) prior to the start of work on the site. Reason: To ensure the materials are compatible with the surrounding development.

That the land be landscaped and planted with trees and shrubs in accordance with a comprehensive planting and landscaping scheme first approved by the Assistant Director of Environmental Services (Land Use Planning) and that trees and shrubs so planted be properly maintained and that in the event of any of the trees or shrubs dying or being seriously damaged or destroyed within a period of five years from the completion of the development a new tree or shrub or equivalent number of trees or shrubs as the case may be, be planted and properly maintained in a position or positions as first approved by the Assistant Director of Environmental Services (Land Use Planning). Reason: In the interests of the visual amenities of the area and to ensure the creation of a pleasant environment for the development.

That all planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting season following the occupation of the buildings or the completion of the development, whichever is the sooner, and any trees or plants which within a period of five years die, are removed or become seriously damaged shall be replaced in the next planting season with others of similar size and species, unless the Assistant Director of Environmental Services (Land Use Planning) gives written consent to any variations. Reason: In the interests of the visual amenities of the area and to ensure the creation of a pleasant environment for the development.

That no development shall take place until the trees on the site which are to be retained and which are adjacent to or within the development area, have been protected during building operations by means of a protective fence around the edge of the canopy of the trees in accordance with B.S. 5837: 1991, and with the written requirements (copy attached) of the Assistant Director of Environmental Services (Land Use Planning) relating to the protection of trees. Furthermore, no works or storing of plant or materials shall be carried out within the fenced area. Reason: To ensure the protection of trees on the land and to preserve the amenities of the locality.

That the car park be laid out, constructed, surfaced and drained in all respects to the satisfaction of the Assistant Director of Environmental Services (Land Use Planning) prior to the new school building being brought into use. Reason: To ensure that adequate car parking provision is made.

That details of any perimeter fencing or boundary treatment shall be submitted for approval in writing by the Assistant Director of Environmental Services (Land Use Planning) before the development commences. Reason: In the interests of the amenities of neighbouring residents.

That details of any external lighting to be provided within the site shall be submitted to and approved in writing by the Assistant Director of Environmental Services (Land Use Planning) before it is installed. Reason: In the interests of the amenities of neighbouring residents.

That no development shall take place until a professionally competent archaeological organisation, as approved in writing by the Assistant Director or Environmental Services (Land Use Planning) in consultation with the County Archaeologist, has been commissioned to carry out a full watching brief during the period of construction works. The watching brief shall preserve by record any archaeological features that may arise in the course of works and shall include limited archaeological excavation where necessary and the retrieval of artefactual evidence. Reason: To safeguard the recording and inspection of matters of archaeological importance on the site.

That final details of the new school layby to be provided on High Street shall be submitted to and approved in writing by the Assistant Director of Environmental Services (Land Use Planning) before the development commences. Any details approved shall be implemented as soon as the new access road to serve the adjoining housing redevelopment site to the east is completed. Reason: In the interests of highway safety.

That the School shall prepare a School Travel Plan which is to be submitted to and approved by the Assistant Director of Environmental Services (Land Use Planning) and put into operation by the start of the Autumn term 2003. Reason: In the interests of highway safety and to encourage more suitable means of transport.

That the school shall not be occupied until a scheme for the provision of adequate, convenient, secure and covered cycle parking as appropriate has been submitted to and approved by the Assistant Director of Environmental Services (Land Use Planning) and any such approved scheme implemented. Reason: To ensure that adequate cycle parking is provided.

That a scheme for detailed measures to be taken to control noise levels from any trainer pool plant shall be submitted to and approved in writing by the Assistant Director of Environmental Services (Land Use Planning) before work commences on site. Reason: In the interests of the amenities of nearby residential properties.

That a detailed scheme for measures to control the escape of chlorine contaminated air from the trainer pool shall be submitted to and approved in writing by the Assistant Director of Environmental Services (Land Use Planning) prior to the development commencing. Reason: In the interests of the amenities of nearby residential properties.

That final details of the design of the roof of the building shall be submitted to and approved in writing by the Assistant Director of Environmental Services (Land Use Planning) before the development commences. Reason: In the interests of the visual amenities of the area.
