Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the materials to be used for the external walls and roofs shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory in accordance with Policy H12 of the Council's adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no windows shall be constructed in the north elevation of the extension. Reason: To ensure that the development is not unneighbourly and to accord with Policy H12 of the Council's adopted South Oxfordshire Local Plan.

That no development or demolition works shall be commenced until protective fences which conform to BS 5837:1991 have been erected around the existing trees which lie within the curtilage of 59 St Andrews Road, where their canopies and root systems encroach onto the application site. Until the development has been completed these fences shall not be removed and the protected areas shall be kept clear of any building, plant, machinery, material, debris or trenching. The ground levels shall be maintained in these areas and entry shall be restricted to approved arboricultural or landscaping works which have been agreed with the Local Planning Authority prior to work commencing. Where works encroach within any of the protected areas, any excavation should be conducted by hand and any root pruning necessary should be implemented by a qualified tree surgeon in accordance with BS 3998 with prior notice of any such works having been given to the Local Planning Authority. Reason: To protect trees and hedges which are of amenity value in accordance with Policies C16 and H12 of the Council's adopted South Oxfordshire Local Plan.
