That the sub-division of this small terraced property into two flats would result in an overintensive form of development, which having regard to lack of adequate garden area and car parking would fail to provide reasonable standards of residential amenity for the occupiers of the proposed flats. Therefore the development would be contrary to the Council's adopted South Oxfordshire Local Plan, particularly policies H11 and H13.

That the removal of the garden area and its surrounding dwarf wall and railings to create a parking space would neither preserve nor enhance the character and appearance of the Henley-on-Thames Conservation Area. Therefore the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies CON8, CON10 and CON15.

That the proposed parking space would result in the creation of an access, which would lack adequate visibility and provide inadequate manoeuvring space, and would lead to vehicles reversing onto the highway to the detriment of the safety and convenience of users of the public highway. Therefore the development would be contrary to the Council's adopted South Oxfordshire Local Plan, particularly policy G10.
