That having regard to the attractive and undeveloped character of the application site and its contribution to the character and appearance of the surrounding countryside within the Chilterns Area of Outstanding Natural Beauty, the playing of golf has eroded its informal rural character and diminished its secluded and tranquil qualities.  As such the proposal fails to conserve and enhance the character and appearance of this part of the Chilterns Area of Outstanding Natural Beauty and it is contrary to the provisions of the approved Oxfordshire Structure Plan 2011, particularly policies G2, EN1 and EN4, the Council's adopted South Oxfordshire Local Plan, particularly policies C2 and R5, and the South Oxfordshire Local Plan Second Deposit Draft, particularly polices C2 and R5.
