Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Thereafter, the development shall only be carried out in accordance with the approved details. Reason: To safeguard the character of the area in accordance with policies H12 and C2 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall only be carried out in accordance with the approved details. Reason: To ensure that the details of the development are satisfactory in accordance with policies H12 and C2 of the adopted South Oxfordshire Local Plan.

That, notwithstanding any details contained in the application, no development shall take place until plans of the site showing existing ground levels and slab level of the garage and the area in front of it has been submitted to and approved in writing by the Local Planning Authority. Such levels shall be shown in relation to a fixed and known datum point. Thereafter, the development shall not be carried out other than in accordance with the approved details. Reason: To ensure a satisfactory standard of development that preserves the amenities of the site and area in accordance with policies H12 and C2 of the adopted South Oxfordshire Local Plan.

That the accommodation to be provided in the garage hereby approved, shown on plan 201/B, shall be retained as such and shall only be used for purposes in connection with and ancillary to the occupation of the existing dwelling. The accommodation within the garage shall not at any time be occupied as a separate independent unit. Reason: In order to prevent the establishment of an unrelated and/or independent unit on the site and to comply with the Local Planning Authority's vehicle parking standards in accordance with policy H6 and Appendix 2 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order) no windows shall be constructed in the east elevation of the garage. Reason: To ensure that the development is not unneighbourly in accordance with policy H12 of the adopted South Oxfordshire Local Plan.
