That the extensions to the dwelling by reason of their design, scale, form, mass and bulk would dominate and overwhelm the existing cottage and fail to respect the modest proportions and attractive character of the building to the detriment of its character and appearance. In addition, the scale, mass and bulk of the extensions to the dwelling and garage would unduly increase the built-up appearance of the site, thereby detracting from the special landscape qualities of this part of the Chilterns Area of Outstanding Natural Beauty. As such, the proposals would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies H12 and C2. Furthermore, the proposals would conflict with guidance contained in Section 4.6 of the adopted South Oxfordshire Design Guide.
