Conditions / Refusal Reasons
That approval of the details of the siting, design and external appearance of the building(s), the means of access thereto and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority in writing before any development is commenced.
Reason: As the application is in outline only and not accompanied by detailed plans.
That application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That the development hereby permitted shall be begun either before the expiration of five years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority before the development commences.
Reason: In the interests of public health in accordance with policy G6 of the Council's
adopted South Oxfordshire Local Plan.
That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification.
Reason: In the interests of highway safety and convenience and in accordance with
policy G10 of the Council's adopted South Oxfordshire Local Plan.
That, prior to the commencement of the development, a scheme for the parking and turning of vehicles within the curtilage of each dwelling shall be submitted to and approved in writing by the Local Planning Authority, and such scheme shall be in accordance with the Local Planning Authority's vehicle parking standards. No dwelling shall be occupied until the parking and turning areas have been provided in accordance with the approved scheme for that dwelling. Such areas shall thereafter be kept permanently available for the parking and turning of vehicles.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to
protect local amenities in accordance with policy G11 of the Council's adopted
South Oxfordshire Local Plan.
That, within three months of the construction of the new means of access referred to in condition 5 above, the existing means of access shall be closed and the public highway reinstated in accordance with a scheme which shall be submitted to and approved in writing by the Local Planning Authority before the development commences. The requirements of this condition shall not apply to an existing means of access which is to be retained as a means of access in any approval of reserved matters.
Reason: In the interests of highway safety and convenience and in accordance with
policy G10 of the Council's adopted South Oxfordshire Local Plan.
That, before any part of this development is commenced a detailed site survey to assess the land contamination levels shall be carried out in accordance with BS10175:2001 'Investigation of potentially contaminated sites' and as previously submitted to and approved in writing by the Local Planning Authority. The approved scheme shall provide for the removal or rendering innocuous of all contaminants from the site, shall include an assessment of the extent of site contamination and provide in detail the remedial measures to be taken to avoid risk to the future occupiers and environment when the site is developed together with appropriate details of the validation procedures. All works that form part of the approved remediation scheme shall be completed before any part of the development is occupied.
Reason: To prevent pollution of the water environment and to ensure that the occupants of
the development are not subjected to any risks from land contamination in
accordance with policy G7 of the Council's adopted South Oxfordshire Local Plan.
That no development shall commence until all existing buildings within the site have been demolished and the materials therefrom removed from the land.
Reason: To safeguard the character of the area in accordance with policy G1 of the
Council's adopted South Oxfordshire Local Plan.
