Conditions / Refusal Reasons
That the development would be contrary to the general environmental/countryside policies and housing policies of the approved Oxfordshire Structure Plan particularly policies G1, G8, C2, EN4 and H1 and the Council's adopted South Oxfordshire Local Plan particularly policies G1, G8 and H6 in that the site is within a hamlet with a limited range of services and facilities where further residential development cannot be supported. In the opinion of the Local Planning Authority the erection of 6 two-storey dwellings would represent an unacceptable consolidation of development on the site to the detriment of the character and appearance of this part of the Chilterns Area of Outstanding Natural Beauty.
That, having regard to their layout, the proposed dwellings would give rise to a suburban form of development with unsatisfactory relationships between the proposed dwellings and a detrimental impact on the amenity of neighbouring properties on account of the loss of privacy that they would be likely to suffer. As such the proposal would be contrary to policies G8 and H11 of the adopted South Oxfordshire Local Plan.
That the proposed development would result in the loss of a site which is available for use by employment generating development and in particular by the service trades. It has not been demonstrated that the existing use gives rise to nuisance or that there is not a continued need for the premises to justify setting aside development plan policy. As such the proposal is contrary to policy E8 of the Council's adopted Local Plan.
