Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That notwithstanding any indications as to those matters which may have been given in the application, no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a schedule of materials and finishes for the external walls and roof of the covered way. Reason: To ensure that the details of the development are satisfactory and to accord with policy G8 of the Council's adopted South Oxfordshire Local Plan.

That the access and parking arrangements shown on drawing no. 4769 Rev B shall be provided only as an alternative to those granted planning permission by virtue of planning permission P00/S0392/O and shown on drawing no. 60A/1. In the event that the scheme approved by P00/S0392/O is implemented, the parking arrangements shown on drawing no. 4769 Rev B shall not be implemented unless otherwise agreed in writing by the Local Planning Authority. Reason: To restrict the number of parking spaces on the site to the number permitted in the applicant's Green Travel Plan and to protect the character and amenity of the Chilterns Area of Outstanding Natural Beauty in accordance with policy C2 of the Council's adopted South Oxfordshire Local Plan.

That the development hereby permitted shall not be commenced until the development granted planning permission by virtue of planning permission P00/S0392/O has been commenced in accordance with the provisions of Section 56 of the Town and Country Planning Act 1990. Reason: That the covered way is only required in connection with the development permitted by planning permission P00/S0392/O. The erection of the covered way on its own would result in an unnecessary consolidation of development in the Chilterns Area of Outstanding Natural Beauty and be contrary to the provisions of policy C2 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of the development, including site clearance, a protection scheme in accordance with BS5837 for all trees to be retained shall be submitted to and be approved in writing by the Local Planning Authority. The development shall thereafter be carried out in all respects in accordance with the approved tree protection measures. Reason: To protect trees which are the subject of a tree preservation order in accordance with policy C16 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of the development a scheme for replacing those trees to be felled shall be submitted to and approved in writing by the Local Planning Authority. The replacement tree planting shall be carried out in the first planting and seeding season following the completion or first use of the covered way whichever is the sooner. Any tree or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To ensure that trees are replaced to protect the character of the area in accordance with policy C17 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of the development details of the surface treatment of the parking areas and access shall be submitted to and be approved in writing by the Local Planning Authority and thereafter the surfacing shall only be carried out in accordance with the approved details. Reason: To protect trees in accordance with policy C16 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of the development details of any external lighting required for the parking areas shall be submitted to and approved in writing by the Local Planning Authority and thereafter the lighting shall only be provided in accordance with the approved details. Reason: To protect local amenities and to accord with the Council's adopted South Oxfordshire Local Plan, particularly policy C2.
