That the site lies outside the built up area of a town or village and no evidence accompanies the application to demonstrate that the existing dwelling has been seriously damaged by fire or flood or that the cost of renovating it is uneconomic. In addition the proposed dwelling is considerably greater in size than the existing dwelling on the site. Having regard to its excessive size, bulk and height the proposed dwelling would consolidate built development within this scatter of development at Maidensgrove to the detriment of the character and appearance of the Chilterns Area of Outstanding Natural Beauty. Therefore the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies G8, C2 and H16.
