Conditions / Refusal Reasons
That having regard to its inappropriate design, unsatisfactory siting, and excessive bulk and massing, the development is out of keeping with the immediate surroundings, and results in an overwhelming and over dominant relationship with the neighbouring buildings and the site as a whole. The Local Planning Authority does not consider that the replacement building amounts to an acceptable redevelopment of the site, especially in terms of its height and shape, which does not reflect the characteristics and scale of the existing dwelling. Furthermore, the amount of storage proposed is considered to be far in excess of that required. It is therefore considered that the development is contrary to the provisions of policy G8 of the South Oxfordshire Local Plan, and the general advice contained within Planning Policy Guidance Note 1 "General Policy and Principles".
That the development is tantamount to the erection of a new dwelling and would be contrary to the general, environmental/countryside and housing policies of the approved structure plan for Oxfordshire, particularly policies G1, G5, EN1, EN4 and the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G5 and C2. The erection of a substantial new structure on this site would result in the undesirable intensification of development that would be detrimental to the character and visual amenities of the area, which lies within the Chilterns Area of Outstanding Natural Beauty. There is considered to be no justification for any departure from the planning policies of the Local Planning Authority.
