That the proposed extension, by virtue of its scale, mass and bulk would dominate and overwhelm the original dwelling and fail to respect the proportions of the property to the detriment of its character and appearance. In addition, the design and scale of the extension, incorporating an integral double garage and extending to within close proximity of the adjoining cottage, would further detract from the character of the property and increase the built-up appearance of the site, thereby failing to preserve the character and appearance of this part of the Stoke Row Conservation Area and detracting from the special landscape qualities of this part of the Chilterns Area of Outstanding Natural Beauty. As such, the proposals would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies H12, CON10 and C2, and of Section 4.6 of the Council's adopted South Oxfordshire Design Guide.
