That having regard to the prominent siting of the building and its modest scale the proposed dormer windows, by virtue of their number, scale and siting, would appear unduly cluttered in the roof plane and result in a top-heavy and overbearing appearance to the structure that would detract from the modest character and proportions of the existing building. Furthermore, the proposals would result in a prominent and visually intrusive form of development that would adversely affect the natural beauty and special landscape qualities of this part of the Chilterns Area of Outstanding Natural Beauty. As such, the proposals would be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policies G1 and C2, and of Section 4.6 of the adopted South Oxfordshire Design Guide.
