That the walling and fencing constitutes an inappropriate, incongruous and overly prominent feature in this pleasant semi-rural location, and is considered to be detrimental to the character and appearance of the locality. As such the development is contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policy G8. There is inadequate space provided to enable planting to take place, which could have mitigated the impact of the walling.

That significant harm is caused to the character of the area by the loss of the former hedge. The hedge contributed greatly to the pleasant character of the area and its loss and replacement with walling and fencing is contrary to Policy C16 of the South Oxfordshire Local Plan.
