That the development would be contrary to policy G4 of the Oxfordshire Structure Plan 2011, policy GB2 of the adopted South Oxfordshire Local Plan and Government guidance in PPG2 - Green Belts. The site lies within the Oxford Green Belt wherein there is a strong presumption against new buildings other than those essentially required for the purposes of agriculture, forestry, recreation, cemeteries and limited residential infilling within existing villages. The site lies in an isolated location and the development would detract from the open nature and rural character of the Oxford Green Belt.

That the development would be contrary to the general, countryside and housing policies of the Oxfordshire Structure Plan 2011 (policies G1, EN1, EN4 and H1) and the South Oxfordshire Local Plan (policies G1, G5, C3, H6 and H19). The siting of a mobile home would constitute an intrusive form of development in an isolated location which would detract from the rural and visual amenities of the locality which lies within an Area of Great Landscape Value.

That the development would be contrary to policy H14 of the South Oxfordshire Local Plan and government advice contained in Annex 1 of PPG7 - The Countryside - Environmental Quality and Economic and Social Development. The applicant has not put forward any satisfactory agricultural justification to warrant the siting of a mobile home on the site.
