That the proposal would be contrary to policies G1, G5, G8, H4, H11 and H18 of the adopted South Oxfordshire Local Plan. The erection of two substantial dwellings and garages on the site would result in an undesirable overdevelopment of this backland site which would, by reason of the height, bulk and design of the dwellings, be unacceptably overbearing to the occupiers of adjacent residential dwellings and detract from their standard of residential amenity by virtue of increased noise and disturbance. In addition, it is considered that the erection of the proposed house on plot 2 would extend the built up limits of development onto what was formerly paddock land to the detriment of the rural character of the area.
That the proposal would be contrary to policy G16 of the adopted South Oxfordshire Local Plan. The site lies in the indicative floodplain of the River Thame and within an area of land liable to flood. It is considered that the proposed dwellings would be at direct risk from flooding and would also increase the risk of flooding elsewhere.
