That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the plain clay tiles to be used for the roof shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character and appearance of the existing building and the Garsington Conservation Area in accordance with Policies Con 8 and Con 10 of the Council's adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character and appearance of the existing building and the Garsington Conservation Area in accordance with Policies Con 8 and Con 10 of the Council's adopted South Oxfordshire Local Plan.

That the natural stone to be used in the construction shall be laid with a traditional lime mortar mix and in a random rubble pattern with the joints finished with flush bagged pointing. Reason: To safeguard the character and appearance of the existing building and the Garsington Conservation Area in accordance with Policies Con 8 and Con 10 of the Council's adopted South Oxfordshire Local Plan.

That the featheredged boarding shall be dark stained and so retained. Reason: To safeguard the character and appearance of the existing building and the Garsington Conservation Area in accordance with Policies Con 8 and Con 10 of the Council's adopted South Oxfordshire Local Plan.

That the building hereby permitted shall be used only for the purposes specified in the application, for garages, store and workshop for the personal enjoyment of occupants of Library Farm and the building shall not be used for any commercial or business purpose whatsoever. Reason: To safeguard the character and appearance of the existing building and the Garsington Conservation Area in accordance with Policies Con 8 and Con 10 of the Council's adopted South Oxfordshire Local Plan.

That no rooflights or dormer windows shall be included in the building hereby approved notwithstanding the provisions of Article 3 and Class E of Part 1 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995 unless permission has first been granted by a formal application. Reason: To safeguard the character and appearance of the existing building and the Garsington Conservation Area in accordance with Policies Con 8 and Con 10 of the Council's adopted South Oxfordshire Local Plan.
