Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.

Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That all glazing in the flank wall of the building that faces Forest Farmhouse shall be obscure glazed and so retained.

Reason: To ensure that the development is not unneighbourly in accordance with Policy C11 of the Council's adopted South Oxfordshire Local Plan.

That details of the greenhouse and all weather play area shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development.

Reason: To secure the proper planning of the locality in accordance with Policy G8 of the Council's adopted South Oxfordshire Local Plan.

That all new windows and external doors shall match those of the existing building in type, design and external finish.

Reason: To ensure that the details of the development are satisfactory in accordance with Policies G1 and G8 of the adopted South Oxfordshire Local Plan.

That access to the building shall only be from the B4027, except for a maximum of 7 staff cars, which may access the site from the road leading to Elsfield village.

Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

That the buildings shall be used only for the purpose specified in the application ie as a nursery/primary school, school office and manager's flat and for no other purpose whatsoever.

Reason: To ensure the proper planning of the locality in accordance with Policies G1 and H6 of the adopted South Oxfordshire Local Plan.
