Conditions / Refusal Reasons
That the proposals would be contrary to the general restraint, housing and environmental policies of the Oxfordshire Structure Plan, Policies G1, G2, EN1, EN4, H1; Policies G1, G3, G8, C3, H1, H5 of the adopted South Oxfordshire Local Plan and Policies G1, G2, G6, C1, C10, H1, H2, H5 of the South Oxfordshire Local Plan 2011 First Deposit Draft. This site is not allocated for residential development (H1 OSP and H1 & H2 of the South Oxfordshire Local Plan and the South Oxfordshire Local Plan 2011 First Deposit Draft), the proposal is not for infill development (H5 adopted South Oxfordshire Local Plan/South Oxfordshire Local Plan 2011 First Deposit Draft) and the erection of nineteen dwellings would create an overintensive suburban type development which would detract from the setting of the village green, the open character of this part of the village and the character and appearance of the Area of Great Landscape Value.
The development of this area with the erection of 19 dwellings as proposed to the rear of the Swan which is a Grade 2* listed building will detract from the setting of the listed building contrary to advice in PPG15 and Policy CON7 of the adopted South Oxfordshire Local Plan and the Deposit Draft South Oxfordshire Local Plan 2011.
That the layout proposed involves the removal of local landscape features including trees and a pond within the site contrary to Policy G8 and C16 of the adopted South Oxfordshire Local Plan and C10 of the South Oxfordshire Local Plan 2011 First Deposit Draft. The erection of Plots 13, 14 and 15 will adversely affect the health and stability of a group of willow trees and there is likely to be pressure from the future occupiers of Plots 6, 7, 8, 13, 14 and 15 to remove other trees adjacent to these dwellings to the detriment of the visual amenities and nature conservation interest of the site.
That the proposal would be contrary to Policy G8 of the adopted South Oxfordshire Local Plan and Policy G6 of the South Oxfordshire Local Plan 2011 First Deposit Draft. The layout proposed does not accord with the development principles set out in the Council's Design Guide. In particular the proposed building form is unsatisfactory in that the buildings have a deep plan form of between 7 and 9 metres under one roof span (BD1 BD2), the layout is dominated by two large garage blocks (CP3), the long blocks of built form are uncharacteristic of the local area, all of which indicates a development unrelated to the local distinctiveness of Tetsworth village.
