That the proposal would be contrary to policies G1, G8, H4 and H18 of the adopted South Oxfordshire Local Plan.  The erection of nine dwellings would result in the permanent loss of a substantial area of open space in the middle of a residential estate which would detract from the open character of the area and the standard of residential amenity enjoyed by the occupiers of neighbouring properties.  In addition, the proposal represents an undesirable form of backland development that would result in increased noise and disturbance to existing residential occupiers.
