The proposal constitutes inappropriate development in the Green Belt which is by definition harmful to the Green Belt contrary to Policy G4 of the Oxfordshire Structure Plan, Policy GB2 of the South Oxfordshire Local Plan, and advice in PPG2.  The proposal to erect a new building of the height proposed on this exposed site in a hilltop location would adversely affect the openness of the Green Belt.  The very special circumstances put forward are not sufficient to outweigh the harm caused.

The proposed development would detract from the landscape setting of Garsington village and the open rural character of this Area of Great Landscape Value contrary to Policies C3, G5, C6 and CF1 of the South Oxfordshire Local Plan.
