Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme of landscaping which shall include indications of all existing trees and hedgerows on the land, and details of any to be retained, together with measures for their protection in the course of development. The retained trees shall be protected whilst development operations are in progress in accordance with advice given in BS5837 'Trees in relation to construction'. Reason: To protect local amenities in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.

That all planting, seeding or turfing comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To help to assimilate the development into its surroundings in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.

That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan

The buildings shall not be occupied until a scheme which specifies the provisions to be made for the control of noise emanating from the site has been submitted to and approved in writing by the Local Planning Authority. The scheme shall include a combination of noise limits, details of sound insulation of the buildings and other measures to be approved by the Local Planning Authority, all of which shall then be implemented prior to occupation of the buildings and thereafter maintained. Reason: To safeguard the amenities of adjacent residential properties in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.

No air conditioning equipment, extraction equipment, noise or smell generating equipment shall be erected on the external elevations of the buildings unless first agreed in writing with the Local Planning Authority. Reason: To safeguard the amenities of adjacent residential properties in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.

No external lighting shall be provided as part of the development hereby permitted unless in accordance with details which shall first have been submitted to and approved in writing by the Local Planning Authority. Such details shall make provision for the level of intensity of illumination at which the lighting is to be provided and retained and only to employ flat cut off lights with no upward light spillage. Reason: To ensure that there is no light pollution in accordance with Policy C1 of the adopted South Oxfordshire Local Plan.

That the parking provision shall be as shown on the deposited drawing, reference 0110/1A all constructed, surfaced and laid out, retained and maintained. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

That no plant or machinery shall be stored, repaired, operated or displayed in the open unless otherwise first agreed in writing with the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

Development shall not commence on site until written approval has been granted by the Local Planning Authority to plans detailing the slab levels of the buildings hereby permitted relative to existing ground level, and the development shall only proceed strictly in accordance with the details so approved. Reason: To ensure the development is not unneighbourly or intrusive in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That no occupation of the buildings shall take place until a routeing agreement is in place to ensure that all HGV's follow a prescribed route avoiding Wheatley Village and shall first be agreed in writing with the Local Planning Authority. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

That details of surface water drainage works and foul drainage from the development shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing. Reason: In the interests of public health in accordance with Policy G17 of the adopted South Oxfordshire Local Plan

That the existing access to adjoining bungalows shall be closed prior to the occupation of these units in a manner to be first agreed in writing with the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.
