Conditions / Refusal Reasons
That the proposal would be contrary to policy G4 of the Oxfordshire Structure Plan, policies GB2 and GB3 of the adopted South Oxfordshire Local Plan and Government guidance in PPG2 - Green Belts. The site lies within the Oxford Green Belt wherein there is a general presumption against new development apart from that which is essentially required for the needs of agriculture, forestry and recreation or some other purpose appropriate to the Green Belt. In addition where new development is permitted in the Green Belt it should be sited and designed to ensure its impact on the open rural character and visual amenity of the Green Belt is minimised. It is considered that the permanent siting of 20 caravans for residential accommodation would be highly intrusive in the open countryside and detract from the open nature and visual amenity of the Green Belt. Furthermore, the applicant has not shown any overriding justification to warrant the provision of such a large amount of residential accommodation on this sensitive site.
That the proposal would be contrary to the general, environmental and housing policies of the Oxfordshire Structure Plan (particularly policies G2, G5, EN1 and EN4) and the South Oxfordshire Local Plan (particularly policies G1, G5, C1, C3, H6, H14 and H19). The site lies within an Area of Great Landscape Value and outside the built up limits of the village of Stanton St John. The proposed change of use of the site to provide for the siting of 20 permanent caravans would be detrimental to the rural character and setting of the village and to the visual amenity of the area.
