The proposed extension to the unfinished dwelling fails to meet the Local Planning Authority's criteria for replacement dwellings outside the built up areas of towns and villages (South Oxfordshire Local Plan H16) by reason of its excessive size in relation to the existing dwelling unit on the site. There are no overriding reasons sufficient to justify the grant of planning permission contrary to the planning policies of the Local Planning Authority. Notwithstanding policy H16, the proposed extension is considered to be disproportionate to the main dwelling and is therefore contrary to Government advice contained within PPG 2 and policies GB2 and H12 of the South Oxfordshire Local Plan.
