That the proposal would be contrary to policy C11 of the adopted South Oxfordshire Local Plan which states that in the case of proposals for residential development, other uses have been explored and found to be unacceptable in planning terms. In this case there is an existing permission to convert the building into offices and it is considered that such a use is more appropriate than residential in that it would require less alterations to the building and to the site generally.
