Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That notwithstanding the details accompanying the application, the track shall be surfaced with black tarmac and shall be so retained. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, with vision splays 2.4m by 40m, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the Council's adopted South Oxfordshire Local Plan.

That no surface water shall be discharged to the public highway. Reason: In the interests of highway safety and convenience in accordance with Policy G17 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of the development full details of the design, levels and slopes of the access and first section of track, and associated planting shall be submitted to and approved in writing by the Local Planning Authority and shall be carried out in accordance with the approved scheme. The planting shall be carried out within the first planting season following the first use of the access, and shall be retained as such. If any plant dies it shall be replaced in the following planting season and so retained. Reason: To help to assimilate the development into its surroundings in accordance with Policy G8 of the Council's adopted South Oxfordshire Local Plan.

That Elsfield Public Footpath Number 8 shall not be obstructed during or after the formation of the track, and a smooth transition shall be formed from the footpath onto the track and so retained. Reason: To ensure that the details of the development are satisfactory in accordance with Policy R7 of the Council's adopted South Oxfordshire Local Plan.

That prior to the first use of the new track, signage to make drivers aware that people may be crossing, and stating a speed limit for vehicles, shall be erected adjacent to the track in accordance with details which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: To protect local amenities in accordance with Policy R7 of the Council's adopted South Oxfordshire Local Plan.

That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing. Reason: In the interests of public health in accordance with Policy G17 of the Council's adopted South Oxfordshire Local Plan.

That prior to the commencement of the development full details of any fencing to be erected adjacent to the new track shall be first submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the Council's adopted South Oxfordshire Local Plan.
