Conditions / Refusal Reasons
That the site lies outside the built confines of the village of Garsington, within the Oxford Green Belt and within a designated Area of Great Landscape Value. As such, the overriding priority is to maintain the openness and attractive character of the rural area and to restrict new development, unless the development is essential for the needs of agriculture, forestry or other uses appropriate to the Green Belt. In this instance, the proposal fails to maintain the openness of the area, is visually intrusive and is, by definition, inappropriate and harmful development within the Oxford Green Belt. As such the development is contrary to the adopted Oxfordshire Structure Plan (particularly policies G2, G4 and G5) and to the adopted South Oxfordshire Local Plan (particularly policies G1, G5, GB3, C1 and C3).
That the siting of a residential mobile home on the site would conflict with adopted South Oxfordshire Local Plan policy H19 which states that proposals for residential caravans/mobile homes will normally be considered in accordance with the Local Plan's housing policies and that permission will only be given for single mobile homes in exceptional circumstances on a temporary and personal basis. In this instance, the proposal would conflict with housing policies H5 and H6, as the development is not strict infill development and is outside of the built confines of Garsington. No exceptional circumstances have been identified in the application that would otherwise justify the grant of planning permission and there are not considered to be any reasons which would justify the grant of planning permission contrary to the policies of the development plan.
