Conditions / Refusal Reasons
That the proposal would be contrary to policies G1, G8, H6 and H16 of the adopted South Oxfordshire Local Plan. The existing bungalow on the site is modest and low key and no evidence has been submitted to show that it is uneconomic to repair. The proposal does not therefore fall to be considered under policy H16 but would constitute the erection of a large, prominent and intrusive new dwelling on a site outside the village of Aston Rowant, contrary to policy H6 of the South Oxfordshire Local Plan and to the detriment of the rural character of the area.
That the proposal would be contrary to policies CON 7 and CON 15 of the adopted South Oxfordshire Local Plan and Government advice in PPG 15 - Planning and the Historic Environment. The site abuts the boundary of the Aston Rowant Conservation Area and lies adjacent to number 20 Church Lane which is a grade II listed building. It is considered that the proposal would be considerably more prominent and visible in views into and out of the Conservation Area and would thereby detract from both the character and setting of the Conservation Area and the setting of number 20 Church Lane.
